This is not how they work: - I can put you on a watch list that will inform me when you are online and I can choose do this secretly.
This behavior is unbalanced, ISK free and risk free.
It needs to be removed with the exception of mutual approval - and - it should become a function of the locator agents with appropriate charges and a percentage of failure.

Pretty much this. This is why it is really bad when a CSM has their own agenda. Of all the things you could be concentrating on for WH space right now like the MASSIVE structure/pos changes you choose to spend some of your first actions delving into a non issue like bloody watchlists.
The MASSIVE changes to structure/pos in or out of WH space highlights the need to address these watch list issues.
The impact on station flipping could be huge especially for small corps & alliances. An AFK alt waiting for that 'just right' moment when your watchlist tells you that, during a vulnerability timezone, Trinkets corp have all logged off early to watch the footy highlights.

If you're cloaked at a tower watching a ship and see it disappear that means they logged off. If you're cloaked at a tower watching a ship and it moves then zooms off into the distance they warped off.
or did you mean:
If you're cloaked at a tower watching a ship and alt tab to another toon to run pi / play the market / grab a beer.
When you get back the ship has gone, did it warp off or did it log off ... Well that means you were not really watching but its OK just check the free intel on your watchlist. |

actually the only way to really make everything fair is for us all to play with a black screen. problem solved. This guy gets it. I would add though you shouldn't be able to click on a character at all. Look at all that free intel on a person and his history, add to that you shouldn't even have an option to find his toon in this overpowered local chat that exists everywhere. You should only have on grid intel right?

Watchlists do not give that intel. To gather it, you still have to get eyes on the pilot (while he's online).

Well you see......
The watch-list can tell you when the pilot and friends are online. If you cross them off an also online list you can work out his alts - just in case you prefer to attack an indy toon.
When you are on an ALT the watch-list can tell you its time to stop doing what you are doing and log into another toon 1/2 way across the universe" - because "eyes on intel" doesn't have to be the same toon eyes and it has serious range.
Then when your sleek Tengu tackles a lone ratting Raven, grinding them down to destruction you can suddenly bug out of a winning fight because the watch-list has told you his friends have just come online and nothing spoils a good PVE gank more than a Lachesis, Cloaky Proteus and a couple of ECM Rooks turning up on grid.

Does trading PVP count as PVP? The opposite could happpen you could be scanning a system somewhere and the magical watch list fairy could give you more free intel telling you to log into a trader ALT to undercut prices on a seller who just logged off.
